Ensuring the protection of the rights of children and young people

PROTECTING CHILDREN AND YOUNG PEOPLE: A WHOLE CONCEPT!― PATRICK BARTH Respect for children’s rights is the essential foundation of the concept of their protection. However, other complementary dimensions also deserve to be taken into account. All employees of the Foundation commit to a shared stance against any form of physical or mental violence, injury or abuse, neglect or exploitation, including sexual abuse (cf. Article 19 of the United Nations Convention on the Rights of the Child). Beyond this, through our behaviour and the continuous improvement of our practices, we ensure that each child can grow up in a safe and protective environment. To this end, we have conceptualised the protection of the children and young people entrusted to us around several key pillars. VALUES IN THE SERVICE OF BENEFICIARIES’ PROTECTION Our commitment to protecting children and adolescents is based on a deeply moral attitude, a clear vision and mission, and strong values of courage, commitment, trust and responsibility, present in every area of the organisation. These values take shape in numerous individual-oriented prevention measures, such as pedagogical guidelines or skills‑development procedures and, since 2019, in the appointment of Child Protection Delegates, true experts in listening, providing information and prevention for children and young people. PUTTING THIS CONCEPT INTO PERSPECTIVE A protection concept is both a systemic working framework and a dynamic process, closely linked to all areas of the organisation. It systematically analyses and evaluates the current situation and identifies risks.It implements measures to prevent abuse and minimise risks.It establishes clear and binding procedures.It is regularly audited and reviewed. To develop the protection concept, a multi‑ and interdisciplinary working group carried out an initial systemic analysis of risk factors and compiled them in a criticality matrix. This analysis provided an overview of existing prevention measures and triggered further initiatives aimed at preventing any non‑compliance. At the same time, the protection concept guidelines were integrated into the “National Framework Plan for Child and Family Welfare”. This large‑scale project revealed the full complexity inherent in the concept of child and youth protection. At the same time, it made it possible to quickly establish a pedagogical foundation for child welfare. BRINGING CHILD AND YOUTH PROTECTION TO THE FIELD How does a protection‑oriented attitude translate into concrete action? How is the protection concept embedded in our different fields of activity in line with our strategic priorities? The diagram above shows how the child and youth protection concept, based on our protection policy, is reflected across the four strategic pillars through clearly formulated objectives and priority tasks. The example of risk analyses illustrates this principle very well. It clearly shows that risks to the protection of the children and young people entrusted to us exist at many levels of the organisation. Our approach requires that these risks be analysed and that specific, formalised and closely monitored preventive measures be implemented with determination. In line with our quality approach and participatory methodology, their effectiveness is regularly evaluated. OUR HUMAN RESOURCES AND PROCESSES, GUARANTORS OF PROTECTION We define clear procedures and criteria for the selection and recruitment of new employees. We raise awareness among our new colleagues of our protection‑oriented attitude during the induction day and inform them about the procedures to follow in the event of complaints. Each new employee becomes familiar with our code of conduct and participates in continuing training on the topic of positive care. An adequate level of pedagogical competence is a prerequisite for successful care. Ensuring this is an important measure for preventing violence and abuse. We therefore define competency profiles for all staff and offer training opportunities to build or strengthen these competencies in all relevant areas, such as trauma‑informed pedagogy, safety‑oriented practice and crisis intervention. PARTICIPATION AS A KEY FACTOR IN PREVENTION Our pedagogical stance integrates the notion of participation of our beneficiaries. The children and young people we support are regularly consulted about their needs, expectations and opinions. They are actively involved in designing their individual intervention plans. Through various platforms for exchange, such as information meetings with the Child Protection Delegates, different assemblies or the Children and Young People’s Parliament (KaJuPa), they are encouraged to speak up, share their views, approach staff and projects, strengthen their resilience and be continuously made aware of their rights and responsibilities. We always consider children and young people as experts in their own life stories. Their experiences, perspectives and perceptions are essential to our work and to the development of our prevention measures. Their involvement supports the expression of worries, pain and grief. Beneficiaries experience personal growth and build self‑confidence. They see that their individual wishes, perspectives, needs and fears are heard and taken seriously. A CONCEPT IN MOTION As a service provider committed to child protection in Luxembourg, we regard safeguarding not only as a legal obligation, but above all as a fundamental ethical responsibility. Throughout the past year, we have strengthened our internal mechanisms, trained our teams and continued to build an organisational culture focused on vigilance, prevention and proactive response to any form of risk or maltreatment. Our priority remains to ensure a safe, caring and respectful environment for every child we support. In 2025, we will continue our efforts to further improve our practices, in close collaboration with our institutional partners and civil society. November 20: World's Children’s Day

Every November 20, the world comes together around a simple and essential conviction: children’s rights are non-negotiable. This day does not belong to a single organization; it is carried by all actors—institutions, associations, families, citizens—who work to ensure that every child grows up in a safe, respectful, and caring environment. Children’s rights are enshrined in international conventions, but they only come to life if we make them live—together. Protecting childhood means giving every child the opportunity to learn, to dream, and to thrive without fear. At the Lëtzebuerger Kannerduerf Foundation, we place these rights at the heart of our mission. But we know this responsibility is a shared one. That is why we invite everyone to get informed, take action, and support initiatives that strengthen care and child protection. Statement by the Foundation following articles published in the press

The Fondation Lëtzebuerger Kannerduerf has taken note of serious allegations recently reported in the media. These allegations concern events that allegedly took place in the past and involve individuals who were associated with our organisation. We would like to emphasise that the Foundation acts with the utmost rigour and responsibility whenever it is alerted to potential risk situations. We confirm that we submitted a report to the Public Prosecutor's Office several months ago, in accordance with our duty to report. The Foundation refuses to engage in any public speculation. It is up to the courts to analyse the available evidence, verify it and, if necessary, pursue the necessary investigations. We reaffirm our confidence in this process and our willingness to cooperate fully with the authorities. We would like to emphasise that protecting, listening to and respecting the young people we support remains at the heart of our mission. Over the past several years, we have strengthened our internal reporting mechanisms and set up independent structures to enable everyone – young people, families, professionals and partners – to safely report concerns or problematic issues. We remain committed to acting with integrity, caution and responsibility. We call for respect for those involved, protection for young people and the preservation of a calm environment that is essential for our work. The presumption of innocence is a fundamental principle of our rule of law.

RTL Jobdag and Unicareers job fairs

Discover our key positions for Human Resources Manager and Quality and Sustainability Manager, as well as all other currently open positions. Last week, SOS Kannerduerf participated in two job fairs: the RTL Jobdag and Unicareers. Two intense days indeed. Time for a brief review: Three questions for Lori Echeverria, Project Manager in the Human Resources department. What are the strengths of these two events? Which profiles do you meet there? And if you had to describe the atmosphere at the booth in a few words or with a picture – what would it be? The RTL Jobdag and Unicareers by MooviJob proved to be complementary. The former attracted a broad audience looking for jobs or career changes, while the latter appealed to many young graduates and students. We spoke with very diverse profiles: educators, social workers, psychologists, administrative staff, as well as many interns in the fields of pedagogy, administration, accounting, and human resources. The atmosphere was benevolent and engaged – both with visitors and among colleagues. Conversations about our mission were particularly enriching. The highlights of these days were undoubtedly the diversity of the profiles and the quality of the discussions. We were fortunate to speak with both experienced professionals and students looking for their first internship – all eager to engage in the social sector. Such moments show us how much interest our mission sparks and how valuable it is to share it. At such fairs, things often move quickly... Is it easy to explain in a few words what the foundation does, or is it not necessary because visitors already have a clear idea? Yes, the pace is high – no time for long speeches! At the RTL Jobdag, it was quite easy: many candidates were already informed and knew exactly who we are. At Unicareers, the atmosphere was different: young graduates, international profiles, and ... lots of English and Spanish! I put my language skills to good use: "Hello, nice to meet you!", "Encantada de conocerte!" For those who were not familiar with our mission, it was essential to get straight to the point: Briefly explain that we support every child and young person on the path to a self-determined and fulfilling life – and mention the profiles we were looking for. Specifically: At the RTL Jobdag, we were recruiting pedagogical staff and an HR manager. At Unicareers, the focus was on recruiting pedagogical staff. A real marathon – with lots of energy and great encounters! Was there a lot of interest? Did you and your colleagues meet interesting candidates? Is there a typical profile? What is the conclusion? Yes, both fairs were busy – and above all, there were many high-quality discussions. Together with my colleagues Catia and Bernd at the RTL Jobdag, as well as Mara and Magali at Unicareers, we met very different profiles: motivated young graduates, enthusiastic interns, people seeking a career change to give new meaning to their careers, and experienced professionals interested in our pedagogical positions. At RTL Jobdag, several candidates also showed real interest in HR responsibilities. The conclusion is very positive. We come away with a pool of promising candidates, many resumes to review, and above all, the feeling of having planted valuable seeds for the future. A good mix of intensity, inspiring encounters, and collegiality! I want to sincerely thank my colleagues for accompanying me – their energy and good mood greatly contributed to the success of these days. My thanks also go to the communications and IT teams, whose discreet but essential support ensured smooth logistics. This cross-departmental collaboration shows me the strength of an engaged and solidarity-driven team, proud to live the foundation's values together.

The "Klick Klack" socio-therapeutic center

The "Klick Klack" socio-therapeutic centerThe "Klick Klack" socio-therapeutic center is a day care facility intended for children in the fundamental cycle who experience academic and/or psychosocial difficulties, temporarily preventing them from following a regular school path without enhanced and specialized support.It offers a multidisciplinary approach combining formal learning, provided by a teacher seconded from the Ministry of National Education, and non-formal support provided by specialized educators. This collaborative approach allows children to progress at their own pace, better understand and express their emotions, and strengthen their social, relational, and cognitive skills, aiming for a gradual return to a stable academic and personal pathway.As part of an artistic project, the teacher skillfully guided children aged 9 to 12 in exploring emotions through art. Thanks to her dedication and pedagogical sensitivity, she led the children in creating profound and personal works, exhibited in a moving public exhibition illustrating the richness of this wonderful collaboration.THE BIG 8 OF EMOTIONS A moving exhibition telling the transformation of children during their stay at the CST. As part of its activities, the teaching team of the Socio-Therapeutic Center (CST) KlickKlack launched an artistic project with the theme “The Big 8 of Emotions.” Six children, aged 9 to 12, enrolled at CST KlickKlack, worked on this project throughout the 2023-2024 school year.They imagined and created artworks reflecting the emotions they felt before, during, and after their arrival at the CST in Mersch. The initiative concluded at the end of the school year 2024 with an art exhibition at the CST. Project Objectives To allow the children to: Gain recognitionFeel the pride of completing a projectBe valued through their effortsBecome aware of their own emotionsGet to know themselves better The project in phases First phase: guiding children to express their emotions through painting, sculpture, and 3D installations. During school sessions, they studied the work of major artists such as Frida Kahlo, Jean-Michel Basquiat, Salvador Dalí, learning about both their lives and the artistic techniques used to express emotions. Second phase: supported by a teacher specialized in art-based pedagogy, the children experimented with these techniques and developed their own artistic ideas for feelings like anger, fear, sadness, and joy. On July 15, 2024, their artworks were presented in an open-door exhibition. Visitors were invited to immerse themselves in the emotions, experience them directly, and ask questions at the end of the guided visit. The first viewing was reserved for children and their families, offering them the pride of sharing their creations. Later, the exhibition opened to the public, where feedback was overwhelmingly positive. Growing up means learning to make your voice heard!

On September 15th, it is not only the start of the school year in Luxembourg but also the International Day of Democracy, established by the United Nations to promote and defend democratic principles worldwide.At SOS Kannerduerf, children and young people become true little politicians with #KaJuPa (Children and Youth Parliament). They share ideas, debate, and learn what democracy really means. CHILD PROTECTION AND RIGHTS – A PARTICIPATORY APPROACH― BERND SCHÄFERA positive development in child protection and children's rights is reflected in the fact that many countries, including Luxembourg, have integrated the participation of children and young people in the ongoing improvement of their protection. These young people naturally want to have a say and influence all decisions affecting their lives. This is an important stage in their development.Accordingly, the state adapts laws, introduces prevention programs, and encourages cooperation among various institutions. Since July 1, 2023, the principle of children's and young people's participation in decision-making processes affecting them has been enshrined in the Luxembourg Constitution:"The best interests of the child shall be a primary consideration in all decisions concerning them. Every child has the right to freely express their opinion on all matters affecting them. This opinion shall be given due weight in accordance with the child's age and maturity." PARTICIPATION AT THE HEART OF OUR PROCESSESThus, the participation of children and young people is central to Luxembourgish policy and constitutes one of the main objectives of the national action plan for children's rights "Zesumme fir d’Rechter vum Kand". Beyond these aspects, it is also at the heart of our processes. The participation of beneficiaries and prevention are also core elements of the "National Framework Plan for Child and Family Support," a key reference based, among other things, on the United Nations Convention on the Rights of the Child.The Fondation Lëtzebuerger Kannerduerf continuously works, through its commitment, to improve its child protection concept, promote children's rights, and ensure the widest possible participation of young people in care at the heart of its activities. A pioneering initiative in this regard, the first "Children and Youth Parliament" (KaJuPa) was established in 2019 within SOS Kannerduerf Lëtzebuerg. The role of "Child Protection Delegate" was created in parallel. THE CHILDREN AND YOUTH PARLIAMENT, A KEY INTERLOCUTORWith KaJuPa, SOS Kannerduerf Lëtzebuerg has established an initiative allowing children, adolescents, and young adults from all our facilities to participate in various decision-making processes and exchange ideas on various working themes. KaJuPa representatives are democratically elected under the supervision of child protection delegates for a two-year mandate. The parliament meets regularly in two age groups (up to 11 years and from 12 years) with representatives of the institution to discuss their proposals, express opinions, and exchange information.KaJuPa is not only a guarantee of lived participation within SOS Kannerduerf Lëtzebuerg but also a primary interlocutor for prevention. Topics brought by representatives from the structures, as well as annual themes - participation, democracy, diversity, and protection - are addressed in separate workshops or targeted activities. KaJuPa is also active beyond the borders of SOS Kannerduerf, participating annually in regional events on children's rights such as "ChiCo Kinderkonferenz" (www.chico.lu) or "KaJuKo - Kinder- und Jugendkonferenz" (prabbeli.lu/de/programme-culturel/2857/kajuko-2024). Furthermore, KaJuPa participates in working groups of the "Zentrum fir politesch Bildung – ZPB," youth council events (www.jugendrot.lu), and the Youth Convention at the Chamber of Deputies, among others. THE KEY ROLE OF CHILD PROTECTION DELEGATESChild protection delegates also play a pivotal role. The conceptualization and organization of KaJuPa represent only part of their tasks based on three pillars: protection, information, and prevention.In all cases of boundary violations or infringements of beneficiaries' rights, delegates are active and committed to targeted care, ensuring proper application of procedures. They continuously train and inform children, young people, and staff on children's rights, child protection, complaint procedures, and related processes. Regarding awareness and prevention, they organize workshops and targeted activities on current topics based on the needs of children and young people. A NETWORK APPROACHBeneficiaries are not the only recipients of their activities. For example, during various events such as newcomer integration, KD Connect information platform initiatives, welcoming new arrivals, youth house assemblies, creation of communication materials (videos, flyers, posters, intranet), and more, delegates are actively involved. In the area of well-treatment, they assume the role of coordinators or multipliers. An expansion of awareness and prevention offers targeting children, youth, and staff is planned for 2025.Delegates also work beyond the organization within a network including, but not limited to, ministerial governance, Children Village International, Bientraitance asbl, justice, police, OKAJU, political training centers, National Youth Council (CGJL - Jugendrot), Bee secure, Respect.lu, National Youth Service (SNJ), and various youth organizations. CHILDREN AS "EXPERTS" OF THEIR OWN SITUATIONThe opinions and viewpoints of young people in care within the Foundation are very important to us. As professionals, their expertise often guides us and is frequently integrated into the pedagogical concepts and programs of SOS Kannerduerf Lëtzebuerg. After all, young people are the "experts" of their own life situation. Respecting this allows us to engage together on the path of lived participation and, therefore, lived children’s rights.

The “Jugendbus” project

The “Jugendbus” project of "SOS Kannerduerf" is an initiative launched at the request of KaJuPa, the children’s and youth parliament of SOS "Kannerduerf". The “Jugendbus” provides young people with a space where they can meet, discuss various topics, play board games, organize activities, and take part in prevention initiatives—all within a relaxed and safe environment. This project encourages the active participation of young people, strengthens their sense of belonging and involvement in the community, and fosters social innovation within "SOS Kannerduerf".WHY DO CHILDREN NEED RECREATIONAL ACTIVITIES AND WORKSHOPS?― DAREEN NELTING & SHEILA ROBINET The activities offered to children and youth are not mere pastimes: they open doors to the outside world and allow them to step beyond the Kannerduerf environment to explore diverse public learning spaces. With a rich and varied offer – music, sports, arts, culinary workshops, and scientific discoveries – each child has the opportunity to flourish, reveal their talents, and discover new interests. By collaborating with external partners such as associations or cultural centers, we give young people the chance to join clubs or activities outside their usual environment. This is a valuable opportunity for them to discover themselves, gain autonomy, and build new social connections. Through these experiences, children's skills develop on all levels: cognitive, social, and emotional. They learn to challenge themselves, better understand societal life, and embrace diversity. These shared moments also provide chances to form or deepen friendships and bring essential balance to often highly structured days. Our goal is to provide every child with maximum opportunities to expand their skills, interests, and horizons. We particularly support those who, due to their life circumstances, are hesitant to take the step toward external activities. That is why we see ourselves as a bridge between Kannerduerf and the outside world by offering activities that foster self-confidence, discovery of one’s limits, and joy of living. By increasing cooperation with local organizations like Mierscher Kulturhaus, we aim to encourage every young person to find their place in society through sports, culture, or volunteering. Our event services and the “Jugendbus” go far beyond mere entertainment: they embody participation, engagement, sharing experiences, self-discovery, and building the future. Children learn best in informal settings, among peers, where they can freely express themselves and get excited about their own futures. Our mission: to impart knowledge and skills naturally and without judgment so that they can thrive fully in society tomorrow.

Children do much more than just go to school!

At  Lëtzebuerger Kannerduerf  Foundation, education goes far beyond the classroom. Throughout the year, our children take part in enriching extracurricular activities that foster creativity, reflection, and personal growth. A great example was the "Semaine de l'enfance", held from May 17 to 25, 2025, as part of the national initiative “Experience non-formal education: less screen time, more movement, discovery and experience.” The Foundation SOS Lëtzebuerger Kannerduerf  offered three thematic workshops led by Ms. Robinet, in collaboration with Ms. Matthies from the SOS Kannerduerf art studio. The workshops focused on key topics such as emotions, values, social relationships, language, creativity, and art. Workshop 1: Language and social relationships – Children shared their thoughts on what childhood means to them in interactive discussions.Workshop 2: Creativity and art – They created artworks inspired by their reflections on childhood.Workshop 3: Emotions and values – A highlight of the week was the visit to the Pixar exhibition in Brussels, where children explored emotions through the magical worlds of Inside Out and Coco. This special week gave our children the chance to express themselves, discover new perspectives, and experience the joy of learning beyond school – a beautiful way to end the academic year.

Katie & Summer at SOS Kannerduerf Lëtzebuerg

As part of their social work studies at Miami University in Ohio (USA), Katie Dunn and Summer Conover had the opportunity to explore the field of child welfare in Luxembourg through an eight-day immersion internship at SOS Kannerduerf Luxembourg. Throughout their stay, they participated in a variety of programs, met dedicated professionals, and shared meaningful moments with the children and youth of the village. Their testimony highlights the value of intercultural exchange and the positive impact this experience has had on their academic and personal journeys:"Moien! Our names are Katie Dunn and Summer Conover and we are students from the U.S. studying social work at Miami University in Ohio. We have been studying and volunteering in Luxembourg to learn more about the child welfare services here and have had the privilege to spend 8 days at Kannerduerf! We've spent our time with many of Kannerduerf's programs, including the Klick Klack; SLEMO; family strengthening services; the village; art, music, and nature therapies; and the SACCLY. In addition to meeting the professionals who run these services, we have enjoyed spending time with the children and youth playing soccer, enjoying meals, and learning about Luxembourgish culture. We are excited to take what we've learned back to the states, but are most grateful for the opportunity to have met the people who make Kannerduerf special! As we say at Miami – Love and Honor! Music assisted pedagogy

Since 2021, SOS Children's Village has expanded its range of pedagogical support measures for children and adolescents to include music. Music complements already existing offers, such as animal- and art-assisted pedagogy, as well as individual support measures. The aim of these services, which are financed almost exclusively through donations, is to offer children and young people a "safe and non-judgemental place" where they can face their worries and fears and thus contribute to the healing of traumatic injuries. Musek@Kannerduerf comprises two areas: on the one hand, the organisation of our workshop series, a leisure activity that we organised for the first time in 2021 and whose aim is to sensitise the children and young people looked after by SOS Kannerduerf to the diversity of music; and on the other hand, the music therapy accompaniment of children and young people from SOS Kannerduerf.

Discover the experiential pedagogy at SOS Children's Village Luxembourg

Since 2023, individual and experiential pedagogy has been at the heart of our educational project at SOS Children's Village Luxembourg. This educational support enables children and young people to try out practical activities in complete safety, such as climbing, archery and mountain biking. This encourages contact with nature and the development of a positive relationship with their own bodies. Young people explore the environment and enjoy fabulous experiences, while pushing their physical and mental limits. Individual and experiential pedagogy is offered individually or in groups at the "Maison de l'expérience" in Mersch. Visit of Mr Dereje Wordofa, President of SOS Children's Villages International, to the Kannerduerf in Mersch

On the 11th of October, we were delighted to welcome Mr Dereje Wordofa, President of SOS Children's Villages International, to the Kannerduerf in Mersch. His visit was an opportunity to show him the diversity of our support for children, young people and families in Luxembourg. On the agenda:- Presentation of our care programmes for children and young people- Focus on our family support activities - Initiatives to safeguard and protect children's rights - Exchange on our innovative approaches for a sustainable impact on the lives of our beneficiariesMany thanks to Mr Wordofa for sharing his experiences and interest in our mission in Luxembourg!
